Aggregate Technical & Commercial losses to reduce at pan-India levels

The Revamped Distribution Sector Scheme (RDSS) is being implemented by the Indian government in order to reduce aggregate technical and commercial (AT&C) losses across the country. The RDSS approves 1.98 lakh smart feeder meters, 54 lakh smart DT meters, and 20.46 Crore pre-paid smart consumer meters.
With a budget of ₹3,03,758 Crore and an expected GBS from the central government of Rs. 97,631 Crore for a period of five years, starting from the launch of the Revamped Distribution Sector Scheme (RDSS) (FY 2021–22 to FY 2025–26). By 2024–2025, the Aggregate Technical & Commercial (AT&C) Losses are to be reduced to 12–15 percent across all of India, and the Average Cost of Supply (ACS)–Average Revenue Realised (ARR) gap is to be eliminated.
The scheme consists of two main parts: prepaid smart metering, system metering, and upgrading the distribution infrastructure are all financially supported in Part “A,” while Part “B” includes training, capacity building, and other enabling and supporting activities. Based on meeting pre-qualifying requirements and achieving the fundamental minimum benchmark in reforms, financial support is given to DISCOMs for upgrading the distribution infrastructure and for prepaid smart consumer metering and system metering.
The former state of Jammu and Kashmir’s Prime Minister’s Development Package (PMDP)-2015 is being merged with the Integrated Power Development Scheme (IPDS), Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), and these programmes will be implemented in accordance with their current guidelines and terms and conditions.No new projects will be approved under these schemes, although approved projects will be able to receive funding under the RDSS through the end of March 2022. However, funding will be provided for projects approved for Ayodhya, Uttar Pradesh, under the IPDS and the PMDP 2015 through the end of March 2023.
The Monitoring Committee of the RDSS has held sixteen meetings so far, during that time, 46 DISCOMs (in 28 states and UTs) had their action plans and DPRs approved, and funding for 20.46 Crores of pre-paid smart consumer meters, 54 lakh smart DT meters, and 1.98 lakh smart feeder meters was approved.
